CHAPTER I 
INTRODUCTION 

A. Background 
Learning and teaching are two concepts that can not be separated. Various uniqueness can be encountered in a study room either from the physical aspects of the class, interest in learning, family background and other students. All these aspects need to be addressed by the homeroom teacher and positively and managed in order to realize the dynamic conditions in a classroom as a learning space. 
The school is the second institution after family (ho stairs). The role of the school as an educational institution is to develop human potential possessed by the students to be able to live a life of duty, both individually and socially. School as an organization consisting of several classes of work. Each class has its own peculiarities. Homeroom teacher or is designated to manage and promote the classes he leads the effect on the progress of the school as a whole. 
In a classroom the teacher must be able to create a classroom environment that fosters students. With a good teacher learning patterns can create a healthy classroom climate contribute. This environment should be able to reflect the personality of the teacher and attention as well as appreciation for the efforts of the students. Students must be made in order to continuously react to the environment so that the learning experience can take place in accordance with the desired condition. This is in accordance with the opinion of Uzer Usman in his book Becoming a Professional Teacher stating "competent teacher will be able to create an effective learning environment and will be able to manage the class so that student learning outcomes are at an optimum level.". 
Classroom management is one of the tasks that teachers can not be abandoned. In a classroom management is expected to create conditions apat study group consisted of proportionate good classroom environment that allows students to act in accordance with the capabilities and capable of realizing its own activities. The general objective is to provide classroom management and use facilities for a variety of teaching and learning in order to achieve maximum results. Meanwhile, according to the objectives Usman Uzer Management class is: "To develop students' skills in using learning tools provide the conditions that allow students to work and learn as well as helping students to obtain the expected results". 
Classroom management involves the management of physical and management students. Physically, the class should be a beautiful and enjoyable place for those who are in the classroom. The teacher must be aware of the close relationship between the physical classroom environment, emotional and moral classes all children. As revealed by Machel Marlan that: "A space neat and beautiful is education itself is also well-behaved students in the regular classroom and reflect the character of a person". 
Classroom management is a responsibility shared homeroom teacher and all students. Good cooperation between these three elements can produce better classroom management kondisuf the learning process effective and efficient in achieving instructional goals. Therefore a teacher must be able to organize the students and teaching facilities in a pleasant atmosphere to achieve teaching objectives. Aswan Zain asserts that: "Effective classroom management is an absolute prerequisite for the effective learning process". 
In connection with the above description, the authors are interested in discussing and lift it through a study entitled "The Urgency of Classroom Management Effectiveness in Supporting Teaching and Learning in MI Ngulungkulon Munjungan Psychology". 
B. The term affirmation 
Before the author describes the problem issues contained in this paper, the authors will describe about the title that will be discussed are: "Urgency Classroom Management Effectiveness in Supporting Teaching and Learning in MI Ngulungkulon Munjungan Psychology". Make it easier to facilitate discussion and understanding kosep, to avoid misunderstanding, it should be given the title the term affirmation. 
The explanation of the terms contained in this title: 
1. Assertions In Conceptual 
a. Classroom Management Urgency 
- Urgency is an urgent necessity, a very important thing. 
- Management: derived from the word plus prefix and suffix pe's which means Manajemenan, arrangement or structuring a classroom activity that is space bounded by four walls, where a number of students gathered to follow the teaching and learning process. So Classroom management is the work done by those responsible for teaching or learning activities that help to intend in order to achieve optimal conditions so as to materialize the expected activity. 
Based on the above it can be concluded that classroom management is the urgency or importance of setting dpaat a classroom setting in order to leverage the potential of the class so that each student conduct creative activities and directed so that the learning can be effective and fuel-efficient. 
b. Teaching and Learning Effectiveness 
- Effectiveness 
From the word "effective" which means no effect, no effect, no effect, then the word Effectiveness is an activity that has a good effect and appropriate. 
Based on the description above, the effectiveness of teaching and learning is appropriate activities in a learning process where the teacher acts as a transmitter of knowledge to the students so as to form a whole in the child's personality.

3. To determine the urgency of classroom management effectiveness in supporting teaching and learning in MI Ngulungkulon 
E. Usefulness of Research Results 
The benefits of this research are: 
1. Theoretically Benefits 
The results of this study are expected to be contributing to the development of education literatures to improve the quality of teaching and learning in both formal educational institutions, informal and non-formal. For future researchers could be used as a means to increase knowledge and insight for researchers in the field of education, especially in formal educational institutions. 
2. Practical Benefits 
a. For School 
The results of this study can be used as input and scientific contribution pd classroom learning, especially in MI Ngulungkulon Management 
b. For researchers 
As experience is very valuable because it is material to complete the final task of all the lectures as well as a provision when it later falls in educational institutions so that they can know and understand about classroom management. 
c. For Teachers 
Can dijasikan input as a means of introspection teacher so always motivated to further improve the quality of teaching and learning as well as being a material consideration in classroom management in improving the quality of teaching and learning 
F. Systematics Discussion 
In the absence of a systematic discussion of scientific papers is an aid that can be used by the reader to make it easier to know the contents of the systematics of the scientific work. systematic discussion in this paper can be explained that this thesis is divided into three main parts, namely the preliminary section, or part of the contents of text and final passage. More detail can be described as follows: 
Chapter I Introduction, and then decomposed into several sub-chapters that include: the background of the problem, the assertion of terms in the title, the identification problem, restrictions on the problem and formulation of the problem, the purpose and the last is a systematic discussion. 
Chapter II Basis Theory which discusses the sense of urgency among classroom management, goals, objectives and management aspects of the class, about effective teaching and learning about classroom management elements including teachers, students and homeroom. 
Chapter II Research Methodology which includes several sub-chapters, which studies patterns, population, sampling and sample, data sources, variables, methods and instruments of data collection, research methods and data analysis. 
Chapter IV Research Report, consisting of a brief description of the state of the object, the presentation and analysis of data 

Closing the Chapter V consists of conclusions and recommendations
